Conceptual principles and directions of innovative development of digitalization in the system of transformation of the economy of the regions of Ukraine

Despite the full-scale aggression, regional digitalization remains one of the key areas of regional management activities. Particularly in the face of wartime challenges, the digital modernization of regions plays a crucial role in ensuring access to quality services in healthcare, education, social protection, administration, and other vital areas. It contributes to improving cellular communication, expanding internet access, enhancing cybersecurity, and ensuring the stable functioning of critical infrastructure. The article examines the conceptual foundations and main directions of digitalization development as a key factor in transforming the regional economy. It highlights the role of digital technologies in modernizing economic processes, improving productivity, and ensuring the innovative development of territories. The dynamics of budget financing for creating electronic information resources in the Kharkiv municipal territorial community during 2013–2023 is analyzed, enabling the identification of digitalization development strategies for the Kharkiv region aimed at increasing its competitiveness in the global economy and assessing effectiveness in the context of economic development changes. Special attention is given to developing a comprehensive methodology for analyzing regional development using the Digital Transformation Index of Ukrainian Regions. Its significance and structure are detailed. This tool, developed by the Ministry of Digital Transformation of Ukraine, encompasses all 24 regions of the country and allows for the analysis of the implementation level of digital services, the effectiveness of local authorities' actions, and the digital literacy of the population. The index not only reflects the regions' ability to implement modern technologies but also tracks progress in digitalization processes and the development of an information society. The article emphasizes the necessity of developing digital infrastructure, enhancing human capital, and attracting investments in the field of information and communication technologies. Examples of successful initiatives and recommendations for effectively implementing digital tools in regional economies are provided.
