An Assessment Methodology for Evaluating the Economic Efficiency of Resource-Saving Initiatives in the National Tourism Sector

Due to the deterioration of the environment and the limited natural resources, a pressing problem that requires research is resource-saving activities, including in tourism. To restore the economy of Ukraine in the post-war period, including the tourism industry, as well as for the purpose of rational use of limited natural resources, it is advisable to refocus tourism activities on the principles of sustainable development and circular economy, in particular, by implementing the principles of resource saving. The purpose of the study is to develop a scientific and methodological approach to assessing the effectiveness of the implementation of resource-saving measures in the country's tourism. A set of indicators is proposed for assessing resource-saving activities in the country's tourism industry. The scientific and methodological approach proposed in the article provides for the following stages: determining factors that affect the effectiveness of the implementation of resource-saving measures in the country's tourism activity, selecting indicators by which the effectiveness of the implementation of resource-saving measures will be assessed; forming a program for the implementation of resource-saving measures in the country's tourism industry; development of an investment project to improve resource-saving activities in tourism; assessment of the economic efficiency of investing funds in the program for the implementation of resource-saving measures in the country's tourism activities and adjustment of program measures for the implementation of resource-saving in the country's tourism industry. As a result of the study, the feasibility of investing in the program for the implementation of resource-saving measures in the country's tourism was determined, based on calculating the coefficient of economic efficiency of investment. The method proposed in the study can be used in the State Agency for Tourism Development of Ukraine to develop a program of measures to improve resource-saving activities in tourism.
