Scientific and Technical Bases for Innovative and Investment Development of Energy Machinery in Ukraine

Ukraine's energy machinery plays a strategic role in recovery and modernization of energy infrastructure, as they ensure not only the renewal of lost manufacturing and generating capacities, but also the development of modern energy-efficient, innovative and sustainable technologies that can minimize the external threats and improve the reliability of the energy system. The scientific, technical and production potential of the industry, represented by the National Academy of Sciences of Ukraine's scientific institutes, specialized construction bureaus, higher education institutions, industrial enterprises and industry associations, creates the conditions for the development of an innovative ecosystem in the energy engineering sector. At the same time, the industry faces a number of challenges, including insufficient funding for research and development, limited capital investment in the manufacturing sector, high logistical risks, and dependence on imports of critical components. Overcoming these challenges requires mobilizing internal and external financial resources, developing public-private partnerships, and attracting international investment programmes and grant mechanisms. Effective financing instruments include regulatory sandboxes, which accelerate the testing of new technologies, and green bonds, which support environmentally-oriented projects. The regulatory framework needs to be improved, in particular by updating production standards, tax privileges and preferential conditions providing for municipalities issuing green bonds and the support for pilot projects, which will stimulate innovative renewal of the industry and encourage investment. The proposed directions of development will contribute to strengthening the scientific, technical and production potential of the industry, modernizing the energy infrastructure, and increasing Ukraine's energy security and competitiveness in the global market. The implementation of innovative and investment models based on domestic scientific and technical solutions will accelerate the development of modern technologies, promote competitiveness and integrate energy engineering into global value chains.
