Scientific and Methodical Approach to Diagnosing Agroindustrial Market Systems Based on Resilience

The war in Ukraine has led to the emergence of various threats and shocks, adaptation to which has become one of the important conditions for the functioning of national markets. The priority task of reducing vulnerabilities and implementing the resilience potential of agro-industrial markets necessitates the development of a modern scientific and methodological approach to the diagnosis of market systems based on a proactive approach. The paper substantiates three main areas of market system diagnostics in the context of economic revival tasks: security, balanced development, and regulatory. The relationship between the strength of threats (weak, moderate, significant impact) and the types of market system reactions (absorption, adaptation, transformation) to shocks is established. It is proposed to take into account the type of reaction of agro-industrial markets to threats when developing mechanisms for their regulation. The main threats to the functioning of market systems and changes in their parameters in wartime, which is one of the stages of the diagnostic process, are systematized. The main tasks, principles and methods of integrated diagnostics of agro-industrial market systems are determined. The complementary combination of quantitative and qualitative methods and various diagnostic tools, which are used comprehensively as a single analytical support system, is emphasized. The main methods and tools of integrated diagnostics of agro-industrial market systems, their essence, capabilities and conditions of use are systematized. An extended procedure for diagnosing the dynamics of market systems based on a proactive approach is proposed, the stages of which are linked in time sequence. The scientific novelty of the study lies in the development of a scientific and methodological approach to diagnosing agro-industrial market systems in the context of threat resilience, which includes an extended diagnostic procedure using actual and predictive analysis on the basis of multi-scenarios, taking into account the characteristics and power of threats. The results of the study form a scientific and analytical basis for developing mechanisms to ensure the resilience of strategic markets, monitoring progress / regression in achieving market resilience as a component of national resilience.
