Financial Security Assessment of the Aquaculture Sector as a Determinant of Competitiveness in the Context of Food Crises

Abstract

The article examines the financial security of Ukraine’s aquaculture sector as a key factor in ensuring its competitiveness under current food crises. Based on the analysis of recent scientific publications, statistical data from the State Fisheries Agency, and reports of FAO and World Bank Group, the relevance of forming a financially sustainable and innovation-oriented aquaculture sector capable of contributing to national food security is substantiated. Existing studies mainly address technological and market aspects, while the issue of comprehensive assessment of financial security remains insufficiently explored. The purpose of the article is to substantiate the theoretical and methodological foundations for assessing the financial security of Ukraine’s aquaculture sector and to determine its impact on competitiveness amid food challenges. A system of 20 indicators grouped into six components - investment, production-financial, monetary-settlement, foreign-economic, institutional-managerial, and ecological-innovative - is proposed. The integral index approach enables a quantitative assessment of the sector’s financial resilience. The results indicate that the integrated financial security index for 2024 is 0.73, corresponding to a satisfactory level. The highest scores are observed for the production-financial (0.82) and monetary-settlement (0.76) components, while the foreign-economic (0.65) and ecological-innovative (0.68) components remain the most vulnerable. The proposed methodology provides a tool for systematic monitoring of financial resilience and can be applied in shaping state support policies for aquaculture. It is concluded that strengthening financial security requires expanded access to credit and grant resources, development of risk insurance, promotion of innovative water-saving and energy-efficient technologies, and improvement of the institutional environment. The inclusion of the ecological-innovative component in the system of financial security is justified as a strategic direction for enhancing the sector’s competitiveness in domestic and international markets.
