The administrative reform in Ukraine had a significant impact on Transcarpathia. The aim of the study is to present a possible rural and economic development strategy after the reform, which may be suitable for learning about the breakthrough points and specific elements of development in this rural area. As we are talking about recent changes - the normal unfolding of which was disrupted by the war situation - the obtained results are important for the further development of the territories. The basis of the study is the Kossonsky United Territorial Community (UTC), where a questionnaire survey and data from the local administration provided the background knowledge to create a complex economic development strategy. This strategy presents the problem and target tree of the micro-region, the breakpoints and the specific sectoral examples in which further improvements would be worthwhile. The Kossonsky UTG is in Subcarpathia, at one of the westernmost points of Ukraine, in the territory of the current Beregovo district. The sub-region is known for its thermal tourism, as the brand name "Kosino" reminds those who want to relax of one of the most prestigious thermal baths in Ukraine. The small region had nearly 10,000 people and approx. It covers 10,000 hectares. Kosson is the largest locality among the eight settlements, although it doesn't much differ from others. Based on the analysis, it can be concluded that the population has a low level of income, and as a result - there is not enough savings to start one's own business. Therefore, many families generate income by working abroad. Agricultural resources are important to the population. Unfortunately, people were pessimistic about the future vision of the settlements even before the war. According to the central definition of the rural development strategy of the Kossonsky UTG, economic revitalization, infrastructure development and population activation programs could be implemented. In economic terms, tourism and the agricultural processing industry need parallel development.
