Implementation of Strategic Directions for Developing the Investment Potential of Tourism Industry in Ukraine

The subject of the study is the strategic development of the investment potential of the country's tourism industry. The purpose of the study is to substantiate the strategic directions of development of the investment potential of the tourism industry of Ukraine. The methodological framework includes indicative, process-based, scenario, structuring, and modelling approaches. A model of the functional platform of the international economic system has been proposed; this model forms the concept of state investment policy based on corporate socio-economic responsibility and supports the implementation of strategic directions for the development of the tourism industry. The article presents a system for measuring the corporate socio-economic responsibility of collective investment institutions and partnerships aimed to achieve the stability of economic results and other common goals, from the standpoint of a holistic view of the strategic development of the investment potential of the tourism industry of Ukraine in the international economic system. The typology of mathematical tools used to evaluate indicators of investment status and composite indices of investment stability in the tourism industry under conditions of international turbulence is disclosed. A methodical approach to the formation of indicative indicators that activate the investment development of the tourism industry in the regions of the country is proposed. Its advantage lies in providing a unified measurement base that enables the integration of indicators with different units (financial-investment, socio-ecological-economic, innovativeness of the infrastructural sphere of the tourism industry) into a single analytical system. The stages for implementing measures for the strategic development of the investment potential of the tourism industry under international turbulence have been developed. The economic and mathematical model constructed using fuzzy logic methods is recommended to assess the influence of local budgets on regional differentiation in terms of investment potential development of the tourism industry, taking into account the complexity of formalizing the impact of various factors and the results derived from index-based evaluations. The practical value of the results lies in the planning of programs for the development of the tourism industry of Ukraine on the basis of cross-border partnership.
