Public Policies for the Development of Cultural and Creative Industries: Global Experience and Ukrainian Realities

In the 21st century, cultural and creative industries (CCIs) have emerged as a key driver of economic development, a mechanism for social integration, and a vital instrument of international cultural cooperation. The effectiveness of state support programs determines the success of nations in the global competition for creativity. The purpose of this article is to synthesize contemporary models and instruments of CCI support worldwide and in Ukraine, with the aim of developing recommendations for the further improvement of national policies that promote CCI development. To achieve this goal, the study analyzes the most effective state policy approaches to supporting CCI development, as identified by experts in the UNESCO report (2025). The content of these policies is elaborated and grouped into several categories, including: 1) financial mechanisms and public–private partnerships (Singapore Arts Plan, Singapore; Creative Europe, EU); 2) basic income schemes and formalization of the informal sector (Basic Income for the Arts, Ireland; Kala Sanskriti Vikas Yojana, India); 3) gender equality and social inclusion (Film Agreement, Sweden; CNC Tax Credit, France; women’s cooperatives, Rwanda); 4) intellectual property protection and digital equity (artists’ remuneration from digital platforms); 5) integration of culture and tourism (High Value, Low Impact, Bhutan). Based on this international experience and the identified policy categories, the research systematizes existing support and promotion instruments for the CCI sector in Ukraine and conducts a comparative analysis with international best practices and benchmarks of policy effectiveness. This analysis revealed that, despite the study and partial implementation of international experience, the primary constraints hindering the attainment of positive outcomes remain the significantly insufficient budgetary allocations for program execution, imperfect implementation practices, and insufficient scale of deployment. Specifically, the study recommends: establishing public-private partnerships within the cultural and creative industries (CCIs); advancing the development of national collective management organizations (CMOs) with a focus on fostering their effective collaboration with digital platforms and social media; enhancing the transparency of royalty payment algorithms; legislatively mandating the allocation of tourist levies exclusively for CCI support purposes.
