Model for the Commercialisation of Domestic Developments in the Field of Biogas-Based Power Generation

Abstract

This article examines current trends in the development of bioenergy worldwide and in Ukraine, and substantiates the need to develop a model for the commercialization of domestic solutions in the field of biogas-based power generation. The regulatory and legal framework for the development of renewable energy sources in Ukraine is analyzed, and statistical data are presented on the capacities of biogas installations in Ukraine as well as on the dynamics of generation and disposal of municipal solid waste (MSW) that could serve as a promising feedstock for biogas production. Special attention is paid to the potential for processing municipal solid waste as a source of energy resources, which has a significant socio-environmental impact.

The dynamics of global trade in power-generation equipment and Ukraine’s foreign-economic indicators in this sector are analyzed. A growing import dependence of the domestic energy-machinery manufacturing sector, declining production volumes, and the need to restore industrial capacity have been identified.

A commercialization model for domestic developments in biogas power generation is proposed, comprising seven interrelated components: research and development (R&D), institutional, financial, production, marketing, commercial, and human-resources. The model provides for synergy among the state, academia and business. Implementation of the model is expected to reduce the sector’s import dependence by 25–30%, increase domestic production, stimulate innovative exports, create new jobs, and reduce methane and CO₂ emissions.

The analysis demonstrates that commercialization of Ukrainian bioenergy technologies generates a multiplier effect on the economy, ensuring technological sovereignty, energy independence and sustainable development of the country. To implement the model, a set of institutional and financial mechanisms is proposed, including the creation of a state fund for commercialization of energy technologies, the introduction of innovation vouchers, the establishment of bioenergy clusters, participation in EU programmes and the mobilization of support from the European Bank for Reconstruction and Development (EBRD) and the World Bank.

The proposed commercialization model represents a comprehensive instrument of state innovation policy aimed at fostering the bioenergy industry, enhancing the competitiveness of Ukrainian energy-equipment manufacturing, and strengthening Ukraine’s energy resilience in the face of global challenges.
