Regulation of agricultural development for import substitution of agricultural products taking into account decentralization and impact of international trade

The article proposes ways to improve regulation of rural development for import substitution of agricultural products, taking into account decentralization and the influence of international trade. It has been proven that global market trends, in particular growing competition in international markets and dependence on imported agricultural products, threaten the stability of the domestic agricultural sector of many countries. Decentralization of power, regulation and management in agriculture is indeed now playing an important role in achieving greater efficiency and sustainability of development. Current issues related to the organizational and economic mechanism of regulation are highlighted, using the example of helicoculture or the production of snail farming products. This may include improving coordination between various industries and government structures, creating incentives for innovation in the cultivation and processing of products, as well as improving the mechanisms of interaction with international partners, will contribute to the development of the production of snail farming products as an important player in the agricultural market, strengthening the position of Ukraine as the leading producer of valuable protein products on the market, revealing its importance in terms of perspective as a new direction of agricultural production. It is justified that in the first half of 2023, a significant decrease in the volume of exports of goods by 14.3% was noted in Ukraine compared to the same period in 2022. At the same time, imports increased by 20.7%. This led to a further deterioration of the trade balance, which had already reached a negative balance of 11.04 billion US dollars. It is especially important to reduce the coefficient of export-import coverage. A decrease from 0.90 to 0.64 indicates a growing imbalance between the volume and structure of trade. This may actualize the need for a deeper analysis of international markets and a review of trade relations strategies. The results of the implementation of regulatory measures for the practical implementation of tasks aimed at import substitution of agricultural products under the conditions of decentralization are outlined.
