It is determined that the concept of socio-economic security is connected with the processes of globalization and integration and determines the restructuring of the national economy in accordance with the existing rules of interaction with the world economy. International organizations point to the vulnerability of the national economy and the need to ensure Ukraine's competitiveness, which requires attention to a wide range of economic and non-economic factors in the context of managing regional and national socio-economic Development. Therefore, analyzing the range of threats to socio-economic security, we note that at least two-thirds of threats are directly related to the competitiveness of the national economy, and one-third - to irrational economic policies in the social and environmental spheres. This challenge concerns the implementation of the country's socio-economic development strategy, ensuring a stable balance between internal and external interests, and defending strategic and tactical interests, which requires a study of socio-economic security. It is determined that socio-economic security is connected with the development of human potential, environmental safety and ensuring economic development on the basis of innovation activity in order to ensure the competitiveness of the economy of the State. It is determined that humanitarian, environmental and economic issues are extremely closely interrelated. Analyzing security in the international economic context and developing a comprehensive risk management system shows that humanitarian security covers all the most important issues facing the modern world, including peace, human rights, inequality, health, nutrition, education, employment, community security and personal security, energy, pollution, biodiversity and, of course, climate change. The main objectives that correspond to the competencies of the innovation community, are based on the expediency of forming socio-economic security and are aimed at ensuring the competitiveness of the economy of the State have been proposed.
