Organization of Procurement Activities in Budgetary Institutions

Abstract

To ensure its own needs, each budget institution procures the necessary goods, works and services through the electronic public procurement system. A critical aspect is the proper organization of the entire procurement process in order to avoid any delays that may affect the budgetary institution's performance of its functions. The purpose of the article is to study the theoretical aspects of the organization of procurement activities of budget institutions, taking into account the practical experience of the functioning of the electronic procurement system. In order to make any purchase on time, regardless of whether it is about goods, services or works, with the available funds, it is necessary to ensure effective cooperation between all structural units of the budget institution. It was established that the decisive role in the procurement process is assigned to the authorized person, who, according to the current legislation, is responsible for the organization and conduct of procurement procedures. The requirements to the authorized persons are described. The work describes methods of determining the number of authorized persons and factors affecting it. Possible ways of appointing authorized persons were studied and the need and practical aspects of appointing several authorized persons in a budget institution, the distribution of responsibilities between them were considered. It is substantiated that the most optimal way to determine the authorized person is to enter a separate position in the staff list of the enterprise, institution, organization, especially considering the regularity of procurement and the level of responsibility of the authorized person for their implementation. The work describes the principles of public procurement in Ukraine in the context of their practical direction. The practical effect of the implementation of the principle of maximum savings, which can be determined in value indicators, has been studied. The main functions of the authorized person are described.
